Andrews is the only current office-holder among these actors. Three held positions during the Williams administration. One is an unregistered entity that provided meeting infrastructure outside official party channels. All coordination documented in the forensic export.

RRC published content critical of the Chair that Andrews subsequently redistributed to congressional staff, journalists, and county chairs.

Provided Zoom account + YouTube live stream for Feb 21 meeting. Not the official COGOP Zoom.
Meeting infrastructure outside party channels. The Feb 21 SCC meeting was not held on the official COGOP Zoom account. It was hosted on infrastructure belonging to “CB Strategic Consulting” — an entity with no Colorado Secretary of State registration, no LinkedIn presence, no public footprint. YouTube channel created February 10, 2026 — 11 days before the meeting. Domain
cbstrategicconsulting.com registered April 27, 2024, registrant hidden behind Domain Protection Services, Inc. Website is a blank phpList newsletter subscription portal. Cody LeBlanc (GENCOD LLC, Boulder County GOP) operated the Zoom and YouTube stream; tested infrastructure daily for two weeks prior. After adjournment, the stream kept running — broadcasting a private strategy discussion until another participant asked to shut it off. A second live stream was already scheduled for the March 2 continuation.

Sent official party data outward (Red Book to Morris and Ferguson, meeting notices to full SCC). Received and acted on material from the other actors (petition templates from Williams, editorial edits from Morris, distribution via Ferguson’s RRC).
